Transportation


The Transportation Strategy focuses on reducing emissions from the City’s largest source of community greenhouse gases by reducing vehicle miles traveled, accelerating the transition to cleaner vehicles, and supporting infrastructure. Transportation accounts for 67% of community emissions, so the strategy emphasizes a multi-pronged approach that includes smart growth, active transportation, transit improvements, electric vehicle (EV) charging access, municipal fleet electrification, transit bus electrification, and cleaner fuels.

STATUS SUMMARY

The City completed the 2026 Active Transportation Plan (ATP) update, which was adopted by City Council in March 2026. The updated ATP will guide future investments in sidewalks, bike lanes, bike safety improvements, and e-mobility infrastructure to support walking and biking and reduce vehicle miles traveled. The City also completed a fleet transition plan to change our existing vehicles to EVs, where feasible, when they are being replaced.

Project Highlight

Eight EV charger ports were installed at the Grant R. Brimhall Library, and six were installed at the Newbury Park Library in 2024. Learn more about the project here.

What’s Next

  1. The Fleet Electrification and Battery Storage project is underway at the City’s Municipal Service Center (MSC) to support municipal fleet and transit electrification through design and development of EV charging infrastructure and battery energy storage systems.
  2. Five (5) Level 2 ports and forty-two (42) Level 3 ports to serve Transit 
  3. Twelve (12) Level 2 ports and four (4) Level 3 ports to serve MSC Fleet 
  4. Four (4)additionalLevel 2 chargers in the MSC visitors' parking lot 
  5. Eleven (11) chargers in the MSC staff lot 
  6. The proposed improvements will also include the installation of EV Charger Load Management Systems, Battery Energy Storage Systems (BESS), and natural gas generators for Transit and Fleet EV chargers.
  7. Eight Ports are being added to the Civic Arts Plaza, and six ports at Hill Canyon Wastewater Treatment Plant, so all major facilities will have fleet charging capabilities.
  8. Preliminary design has been completed at the Thousand Oaks Transit Center to add Pantagraph (overhead) quickcharging for buses when they stop at the center.
