Active Transportation Plan (ATP)
The Active Transportation Plan (ATP) is the City’s blueprint for developing infrastructure, programs, and policies for non-motorized transportation, including walking, cycling, and other forms of human-powered mobility.
Adopted by City Council in March 2026, the ATP furthers the City’s ongoing commitment to becoming a greener, more pedestrian and bicycle-friendly community. The ATP framework focuses on connectivity, enhancing pedestrian and bicycle mobility, public outreach, and identifying priority projects and funding opportunities.

This update continues the original 2019 plan’s mission of promoting active transportation as a strategy to reduce vehicle miles traveled (VMT) and greenhouse gas (GHG) emissions, while improving public health and mobility options.

At the time of the 2026 ATP adoption, the City features:
- Approximately 118 miles of bikeways, including multi-use paths, bicycle lanes, and shared bicycle routes
- Approximately 92% of public streets served by sidewalks
- Three multi-use facilities:
- Conejo Creek Bike Path, which is a 1.5-mile-long path that connects Janss Road to East Gainsborough Road
- Conejo Creek North Park Northeast path, about 0.15 miles long, that is attached to East Avenida De Las Flores on the other end
- Greenmeadow Bike Path, a 0.3-mile section of Greenmeadow Avenue just south of the Los Robles Greens Golf Course, provides convenient bike access between Moorpark Road and Lynn Road
Outreach and feedback
Updating the ATP required an inclusive and flexible community engagement strategy. The outreach plan was used to publicize the ATP Update, solicit input, and inform community members. Community engagement included branding enhancements, interactive online platforms, in-person and virtual events, and focused engagement with underrepresented communities.
Key feedback themes aligned with the following goals of the ATP:
- Foster an Active Transportation-Friendly Environment
- Expand a Connected Network
- Encourage Local Planning Efforts
- Provide an Education and Promotion Roadmap
