City Council
The Council consists of five members elected from the City at-large. Councilmembers serve four-year staggered terms.
Municipal (local) elections are held in November of even-numbered years, by district. The Council annually selects a Mayor who serves as presiding officer during City Council meetings which are scheduled on Tuesday nights approximately two times per month. (The month of August is recessed.)
Council meetings are held in the Thousand Oaks Civic Arts Plaza Scherr Forum Theatre, which doubles as the Andrew P. Fox City Council Chambers. Besides appointing a City Manager, Council duties include appointing a City Attorney and City Committee and Commission members, adopting a two-year budget, enacting legislation, and establishing basic City policy.
Al Adam has served on the Thousand Oaks City Council since 2012 and has been one of the most vital business community's voices and supporters, especially around housing, jobs, and quality of life during his current term. Prior to serving on City Council, he was a City of Thousand Oaks Planning Commissioner from 2004-2010. Adam has a long history of community service, having served as a 20-year Board Member of the Conejo Valley YMCA, a Founding Member of the Alliance for the Arts, and served on their Board of Governors for a decade, prioritizing local arts and culture in Thousand Oaks. Currently, Al serves the community as Mayor.
Al works in financial services and loves spending time with his wife, Marilyn, and twin daughters, Erica and Allison.
David Newman is a 21-year resident of Thousand Oaks, elected to the City Council in 2022. Previously he served on the Thousand Oaks Planning Commission from 2014-22, acting as its chair in 2017-18 and again in 2022. Newman has a background in journalism, and has worked as a newspaper and magazine photographer, reporter, and editor. From 1999 to 2017, Newman also owned a computer network engineering consultancy with clients on four continents. He and his wife Saldju live with their dog Roni and an ever-changing cast of foster dogs. Newman is also an avid cyclist.
Bob Engler was elected to City Council in 2018. He and his wife of 35 years, Sue, and their children, Liz and Scott, moved to Thousand Oaks in June 1990, drawn to the area by its natural beauty and, importantly, by its community of engaged residents.
He spent 26 years of his career as a paramedic, apparatus operator, and Fire Captain. Ultimately, Bob was appointed Fire Chief and served until his retirement in December 2005. Bob has been recognized with several distinguished awards for volunteerism. He remains willing to lend a hand and do his part to make our community a better place.
Kevin McNamee brings over 35 years of business experience to our local businesses' challenges. Having navigated many of the obstacles business owners face today, he approaches policy decisions and advocacy with the best interest of entrepreneurs and companies in mind. His private practice as an acupuncturist and chiropractor allows him to hear concerns directly from the community. Through his volunteer work at the Westminster Free Clinic, Dr. McNamee provides clinical care to the underserved, where they share their personal journey and their steps to a better life.
As an instructor at Ventura College, Mayor McNamee teaches students the science of water and wastewater treatment. His graduates go on to work in treatment plants around the country. Mayor McNamee is a retired reserve police officer with the LAPD where he still volunteers. He and his wife have been part of the City of Thousand Oaks community for over 26 years.
Mikey Taylor, once a legendary figure in the skateboarding world, has seamlessly transitioned into a dynamic force in both business and local government. As the President of Commune Capital, he's at the forefront of revolutionizing investing in real estate.
His entrepreneurial journey extended from his skateboarding success to co-founding Saint Archer Brewing Company, which MillerCoors acquired in 2015. He also started Avni Labs, focusing on innovative digital marketing solutions.
Serving as a city councilmember for Thousand Oaks, Mikey is committed to making a tangible difference in his community. Residing in Thousand Oaks with his wife, Jen, and their four children, he blends his professional endeavors with family life and civic duties, striving to inspire the next generation.
