Conejo Open Space Conservation Agency

COSCA develops the jurisdictional land management framework for the conservation of natural open space land areas; assures the coordination of local land use and resource management decisions relating to open space and land areas; and focuses community resources toward achievement of adopted general plan goals pertaining to open space and natural resources.

Membership: 2 City Council members, 2 Conejo Recreation and Park District members, and one member of the public.


Qualifications: Member must be a resident living within City limits or the Conejo Recreation and Park District boundary


Term: 4 years

Bob Engler was elected to City Council in 2018. He and his wife of 35 years, Sue, and their children, Liz and Scott, moved to Thousand Oaks in June 1990, drawn to the area by its natural beauty and, importantly, by its community of engaged residents.
He spent 26 years of his career as a paramedic, apparatus operator, and Fire Captain. Ultimately, Bob was appointed Fire Chief and served until his retirement in December 2005. Bob has been recognized with several distinguished awards for volunteerism. He remains willing to lend a hand and do his part to make our community a better place.

David Newman is a 21-year resident of Thousand Oaks, elected to the City Council in 2022. Previously he served on the Thousand Oaks Planning Commission from 2014-22, acting as its chair in 2017-18 and again in 2022. Newman has a background in journalism, and has worked as a newspaper and magazine photographer, reporter, and editor. From 1999 to 2017, Newman also owned a computer network engineering consultancy with clients on four continents. He and his wife Saldju live with their dog Roni and an ever-changing cast of foster dogs. Newman is also an avid cyclist.
