Business Licenses


Thank you for choosing the City of Thousand Oaks to conduct your business. We look forward to working with you on your business venture and for your business to be a part of our community.

The City of Thousand Oaks requires all businesses operating within City limits or maintaining a business address in the city to obtain a Business Tax Certificate (also referred to a as a Business License) before conducting any business activity.


Business certificates expire on December 31st of every year and must be renewed on January 1st. A Business Tax Certificate is considered delinquent if not renewed by March 1st each year.


To apply for a new business license, please review the informational brochure and taxes and fees. The new business license application can be accessed online using the button below or delivered by mail, e-mail or fax to City Hall during business hours using the PDF applications located in the FAQ below.

Business Licenses FAQ

Use the online service to close your business license if the business closed or sold prior to the expiration of your current license by clicking here. You will need your account number and pin listed on your renewal notice. If you do not have it, please call our office at (805) 449-2201, ext. 3.


If you closed or sold the business after the expiration date of your current license, you must renew the license for the current year in the online portal, then submit for closure.


Closure or sold notices are also accepted in writing to businesslicenses@toaks.org or mailed to City Hall.

  1. SB 205 - NPDES PERMIT REQUIREMENTS (Industrial General Permit for Storm Water Discharges Associated with Industrial Activities) – Senate Bill 205 Stormwater Discharge Compliance – BPS Section 16000.3 - Effective January 1, 2020, “a business who conducts a business operation that is a regulated industry, as defined in Section 13383.5 of the Water Code, shall demonstrate enrollment with the NPDES permit program …” To avoid delay in the issuance of your Business Tax Certificate, you must submit the current NPDES permit when renewing the license. For more information regarding NPDES permits, please call the City’s Environmental Compliance at (805) 449-2499.
  2. AB 498 VETERAN EXEMPTION- Veterans meeting this bill’s requirements are exempt from paying business licensing fees. For more information and to confirm eligibility regarding Assembly Bill 498, please click here. If your business is qualified under this exemption, please contact our office at (805) 449-2201.

Upon receipt of your applications and other required forms, your application will be submitted for approvals from various departments. Once the application is approved, you will be notified by email to pay any fees and taxes, which can be paid online, by mail, or over the phone.

The City issues a courtesy notice at the end of the calendar year to remind you that your business tax and/or fees are due. However it is your responsibility as the business owner to renew no later than the last day of February each year.

You can download a copy of your business tax certificate and/or permits online and register for online access to your accounts. Here you can update your information, renew online, and sign up for electronic notifications.


You may request a printed copy of your business tax certificate and/or permit by calling the Finance Department at (805) 449-2201. A processing fee may apply.
