Planning Division
The Planning Division oversees various technical and administrative functions of the land use planning process.
Staff interprets and implements the General Plan and Zoning Ordinance as adopted by the City Council. Responsibilities Include evaluating applications for land development, environmental assessment, landscape plan review, annexations, long-range planning, and open space planning and management.
Application Procedure
- Contact a planner to discuss your project and determine the appropriate applications to submit via TO/24. Calls and emails are returned within 24 business hours.
- Submit your application online through the TO/24 Virtual Land Use Service. See How to Submit a Planning Application for details. Please note that all applications must be submitted electronically as .pdf files. Paper documents are no longer accepted.
- Payments may be made online through your TO/24 account.
Notices
Project applicants are responsible for posting Notices of Application/Hearing signs at project sites.
Revised Housing Element
On April 7, 2022, the State Department of Housing and Community Development (HCD) completed review of the adopted Housing Element, and provided a letter indicating that the adopted Housing Element met most statutory requirements; however, additional revisions were necessary to comply with State Housing Element Law. Pursuant to the Government Code, the revised Housing Element was made available for public review for a period of seven days from January 24, 2023 to January 31, 2023, prior to resubmittal to HCD. A summary of the public comments and responses are on pages 4 through 6 of the document. On May 29, 2024, the City of Thousand Oaks received a letter from HCD confirming that the 6th Cycle Housing Element is in substantial compliance with the State Housing Element Law.
