Utility Assistance Program
The City of Thousand Oaks' utility assistance program (UAP) can provide financial assistance for water and wastewater customers! For eligible customers, the program provides $60.00 per year in wastewater assistance and $120.00 per year in water bill assistance.
For wastewater service assistance, effective July 1, 2021, wastewater service charges for single-family residential, condominium, and townhome customers will be billed through the Ventura County property tax roll. Eligible property owners will continue to receive assistance with their wastewater. For new customers in this category (property owners only), the deadline to apply for annual assistance on the fiscal year's tax roll (July 1st through June 30th) is June 1st, preceding the new fiscal year. Example: June 1, 2024 application deadline to make the 2024-25 (July 1 to June 30) tax roll.
What Are The Conditions For Participation?
- You must provide proof of eligibility in the CARE program with Southern California Edison (SCE) or Southern California Gas (SCG)
- The water/wastewater bill must be in your name and match the name on the SCE or SCG bill.
- The address must be your primary address.
- Only residential Thousand Oaks water and/or wastewater customers are eligible for credit
- Re-certification will periodically be required
- You must notify the City within 30 days if you no longer qualify
Who is Eligible?
Water Assistance: City of Thousand Oaks water customers currently participating in the CARE program with Southern California Edison (SCE) or Southern California Gas (SCG), own or rent a residential home in Thousand Oaks, and use that home as their primary residence.
Wastewater Assistance: City of Thousand Oaks wastewater customers currently participating in the CARE program with Southern California Edison (SCE) or Southern California Gas (SCG) who own a single-family residential, condominium, or townhome in Thousand Oaks and use that home as their primary residence.

City of Thousand Oaks wastewater customers currently participate in the CARE program with Southern California Edison (SCE) or Southern California Gas (SCG), who rent an apartment in Thousand Oaks and use it as their primary residence.
How Do I Start?
- Complete the application form here
- Scan and send (or bring in) a copy of your SCE or SCG bill showing CARE eligibility.
- There is NO COST to enroll.
- Your enrollment will begin after approval, and credit will be applied within 60 days.
