How to Access and Participate in a Public Meeting

City Council conducts meetings pursuant to the Ralph M. Brown Act which ensures transparency, notice, and participation of the public. The public is informed of meetings by posted agenda at least 72 hours in advance for regularly scheduled meetings (24 hours for special meetings). This informs the public what the meeting will be about and gives the opportunity to participate, if desired. Meetings are generally held twice a month, usually on alternating Tuesdays beginning at 6 p.m. Agendas are posted outside of City Hall and on the City’s website. City Council may consider certain matters permitted by the Ralph M. Brown Act in “Closed Session”. Closed Sessions occur at the beginning of regularly scheduled City Council meetings, generally at 5 p.m., with the Open Session at 6 p.m. 


Meetings generally include a Call to Order, Roll Call, Pledge of Allegiance, Special Presentations, General Public Comment on any item within the City Council's jurisdiction that is not on the agenda for that meeting, Consent Calendar for routine items, Public Hearings, and various other reports. The public is welcome to provide comments on agenda items before or during discussion on the item.


PUBLIC INPUT: To provide your comments to the City Councilmembers, please submit comments via the online Comment Form by 4:30 p.m. on the day of the meeting. Written comment cards will also be available for submission at the meeting. If you would like to speak REMOTELY (NOT in person) on an agenda item during the meeting, please complete the online Speaker Form before the end of the item you wish to speak on (you will be asked to provide an email address and telephone number). If you would like to speak IN PERSON on an item, speaker cards will be available at the meeting and MUST be submitted in person. Doors open half an hour before meeting start time. Persons addressing the City Council are requested to state their name and community of residence for the record.
