The proposed project will retrofit the landscaping in the center medians along Thousand Oaks Boulevard between Duesenberg Drive and the easterly City Limit near Via Colinas.

Project Timeframe:
Phase 1 (Removal of dying, poor health, and other trees as designated) was completed in January 2025.
Phase 2 (Construction of landscape and irrigation improvements) is expected to begin in Summer 2025.
Budget and Funding:
The estimated project cost is $2.3M and will be funded by the Landscape Assessment District Fund Capital Budget.

Why were trees removed?
The goal of the landscape project is to meet the state mandates, federal conservation guidelines, the City’s adopted Forestry Masterplan, and the Climate and Environmental Action Plan. The tree removals help with the regrading of the median to meet state mandates on landscape and water quality. More information on these state mandates were provided in the October 30, 2024, Public Outreach Webinar recording.
As reported to the City Council Meeting on December 3, 2024, the tree removals were phased ahead of construction to meet federal guidelines on bird nesting. The stumps shall be removed with construction project.
The tree removals were not taken lightly. Each tree was evaluated by a third-party arborist, and it was determined that the pine trees were inappropriate for the median.
Is the City replacing the trees?
Yes. Using updated landscape practices, the City aims to plant the right tree in the right location. This project will plant 37 new oak trees of varying species, that are better suited to grow in a median. The new irrigation system will support deep root growth and the long-term viability of the new trees.
Who is funding this?
This project is funded by the Landscape District funds. Landscape Districts are created by consent of the adjacent property owners. These property owners vote to pay fees for landscape improvements in public areas.
Left Turn Restrictions between Auburn and Packard Court 10/13/2025
Effective Dates: Monday, 10/13/2025 through 10/31/2025
Location: Thousand Oaks Boulevard between Auburn and Packard Court
To accommodate the new irrigation connections for the landscape improvements, left turns may be temporarily prohibited at the intersections between Auburn and Packard Court during the dates listed above. Schedules are also contingent on weather conditions and may result in changes.
Intersection Access: The intersection will remain open to through traffic and right turns. Drivers are advised to follow posted signage and use alternate routes for left-turn movements.
Suggested Detours: Left-turning vehicles may reroute to the next available intersection.
Pedestrian Access: Pedestrian crossings will remain open unless otherwise posted. Please use caution near work zones and follow marked pathways.
Landscape Improvements Begin July 7 07/03/2025
Construction begins Monday, July 7, with work hours from 7:00 AM to 3:00 PM, Monday through Friday. Phase Two will begin at East Promenade Way and Via Merida.
Project Benefits
The center medians along Thousand Oaks Boulevard between Duesenberg Drive and the easterly City Limit near Via Colinas currently contain mostly dead and dying ornamental turf, along with non-climate adaptive trees. The project will incorporate lessons learned from the Forestry Master Plan demonstration sites, and include new high-efficiency irrigation systems and California friendly drought-resistant plant materials and trees.
