Residents in the vicinity of Kelley Reservoir and Pump Station (PS) at 452 Whitegate Road, Lang Ranch Reservoir and PS at 2237 Peak Place, Meadows Reservoir at 1683 Shadow Oaks Place and Oakbrook Reservoir at 2228 N. Westlake in Thousand Oaks will be affected.
The scope of work includes fire hardening at the Kelley and Lang Ranch Pump Stations to enhance the resilience of critical infrastructure and protect these facilities during wildfires. Canopies will be added at the Kelley, Lang Ranch, Meadows, and Oakbrook sites to shield electric motors from the elements - extending their lifespan and reducing the need for repairs and maintenance. This proactive approach helps ensure the continued availability of water service during wildfires and other emergencies, maintaining essential services when they are most needed. Additionally, the project includes driveway improvements, such as removing and replacing existing asphalt pavement and enhancing the driveway entrance at Whitegate Road. At the Lang Ranch site specifically, the work involves constructing short retaining walls, replacing asphalt concrete (AC) pavement, and excavating six inches of base material to expose the tank pad weepholes, which helps prevent corrosion.

Project Impacts
- Partial lane closures will occur at the Kelley Reservoir and Pump Station during driveway improvement activities, including the delivery of materials and equipment, disposal of spoils, and replacement of asphalt concrete (AC) pavement.
- No water shutdowns are expected during the construction period; however, residents will be notified at least 24 hours in advance if any shutdown becomes necessary.
Project benefits
- At Kelley Reservoir and Pump Station, the upgrades will include driveway improvements such as the removal and replacement of existing asphalt pavement, enhancements to the driveway entrance at Whitegate Road, installation of a new canopy, and fire-hardening roof upgrades to better protect the pump station from wildfire hazards.
- For Lang Ranch Reservoir and Pump Station, roof enhancements will be implemented to bolster fire resilience. Additional improvements include the installation of protective canopies over electric motors to shield them from environmental damage, extending their service life and reducing maintenance needs. The project also involves constructing short retaining walls, removing and replacing asphalt concrete (AC) pavement, and excavating six inches of base material to expose the tank pad weepholes, which helps prevent corrosion.
- At Meadows Reservoir, upgrades include vault access improvements, such as the installation of a new access gate and safety railings along the vault edge, and the addition of canopies to protect critical equipment from weather exposure.
- At Oakbrook Reservoir, a new canopy will also be installed to shield essential equipment from the elements.
Project Funding
A construction contract has been awarded to Filanc from Escondido, CA in the amount of $1,235,100. The project was funded in the Adopted FY 2025-26 Water Fund Capital Budget.
