Citywide Streetlight Replacement Project
The City of Thousand Oaks is transitioning to energy-efficient LED streetlights via Southern California Edison (SCE)’s LS-1 Option-E Program. This change will replace all High-Pressure Sodium Vapor (HPSV) fixtures with new LED fixtures.
Why the change?
The current HPSV fixtures are outdated and made from less efficient technology that is no longer being produced. All 527 City-owned streetlights and 120 SCE-owned streetlights are LED fixtures. By moving forward with the LS-1 Option-E program, Thousand Oaks will convert the remaining 7,434 SCE-owned streetlights to LED, providing consistent, reliable, and efficient lighting throughout the community.
Program Benefits
- Environmental Benefits: LED lights use less energy, reducing the City’s carbon footprint by 287 tonnes CO2e per year (equivalent to nearly 60 homes' electricity use for one year). LEDs offer more directional lighting, avoiding glare and reducing night sky illumination.
- Cost Savings: The City will save approximately $137,000 annually during the first 20 years and $273,000 per year thereafter. Additionally, SCE covers the upfront equipment and installation costs, recovering them over time through the standard tariff. SCE continues to own, maintain, and operate the streetlights.
- Consistent Lighting: Choosing the 2700K LED color option ensures light quality and warmth remain closest to the existing HPSV fixtures, preserving the character of our streets.
- Increased Safety: LED fixtures provide clearer, more uniform lighting, improving visibility for drivers, bicyclists, and pedestrians.
