The City of Thousand Oaks receives an annual entitlement in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD).
CDBG Needs Assessment (Federal Funds)
Each year, the City invites public comments on the unmet needs of lower-income persons and households. The City considers these comments before drafting a spending plan for its annual Community Development Block Grant (CDGB) entitlement from the U.S. Department of Housing and Urban Development (HUD). These Federal funds are used for community development activities and public/social services primarily benefiting lower-income households. CDBG Application, when open, will be posted here.

Needs Assessment Public Hearing
On Thursday, November 6, 2025, at 6:00 PM, a “Needs Assessment Public Hearing” will be held in the Boardroom at City Hall (2100 E Thousand Oaks 3rd Floor). Applicants for the CDBG grants, as well as other interested parties, are encouraged to attend.
From November 3, 2025, to January 14, 2026, the City of Thousand Oaks is inviting interested parties to assist in identifying the unmet needs of lower-income persons and households in Thousand Oaks that could potentially be addressed with a portion of the City’s annual Community Development Block Grant (CDBG) entitlement funding from the U.S. Department of Housing and Urban Development. The City also invites non-profit housing and community development providers to apply for such funds.
CAPER REPORTS
These federal funds are used for community development projects and public/social services that primarily benefit lower-income households. The Consolidated Annual Performance and Evaluation Report (CAPER) documents the City's actual expenditures of CDBG funds during the prior program year (July 1 through June 30).
