A bit of local history about HCTP...
During the 1950s, a centralized wastewater treatment facility did not exist in the Conejo Valley. Yet, the need for such a facility was acute, as the use of septic tanks, the most common method of waste disposal, was unable to meet the needs of the rapidly growing community. Because of this, the Conejo Valley Sanitary Company, a subsidiary of the Janss Corporation, constructed a small treatment plant in 1961, and the City's incorporation followed soon after in 1964. On July 1, 1966, backed by a voter-approved bond, the City of Thousand Oaks purchased the Conejo Valley Sanitary Company and with it, the Hill Canyon Wastewater Treatment Plant (HCTP).
Because of the current topography surrounding HCTP, wastewater can flow by gravity through two main lines at the treatment plant, leaving a very small portion of water to be pumped. HCTP represents one of the first of many great environmental and financial assets for the City.
