The City of Thousand Oaks receives an annual entitlement in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD).
CDBG Needs Assessment (Federal Funds)
Each year, the City invites public comments on the unmet needs of lower-income persons and households. The City considers these comments before drafting a spending plan for its annual Community Development Block Grant (CDGB) entitlement from the U.S. Department of Housing and Urban Development (HUD). These Federal funds are used for community development activities and public/social services primarily benefiting lower-income households. CDBG Application, when open, will be posted here.

review and comment on the 2026-27 Action plan
The public is invited to review and comment on the Draft document prepared for the U.S. Department of Housing and Urban Development (HUD) from April 11 to May 10, 2026. The Action Plan identifies the programs and activities proposed to be carried out with Community Development Block Grant (CDBG) funds.
The document is also be available at the City Hall Planning counter. Written comments will be accepted until 5:00 p.m. on May 10, 2026, by Karen Ponce, Community Development Analyst, at KPonce@toaks.gov or mailed to City of Thousand Oaks, 2100 Thousand Oaks Boulevard, Thousand Oaks, CA 91362.
City Council will consider the document during a public hearing scheduled for May 12, 2026, in the Andrew P. Fox City Council Chambers/Scherr Forum Theatre at City Hall. The public is invited to attend the public hearing to be held by the City Council.
CAPER REPORTS
These federal funds are used for community development projects and public/social services that primarily benefit lower-income households. The Consolidated Annual Performance and Evaluation Report (CAPER) documents the City's actual expenditures of CDBG funds during the prior program year (July 1 through June 30).
