August 2024. Are you planning a construction or clean-up project this fall or winter? Will you need a dumpster or roll-off container to collect the waste? Did you know that you must select from one of four waste haulers who are authorized to provide this service in the City of Thousand Oaks? Under a Limited Franchise Agreement, only the following waste haulers are legally authorized to provide temporary bin and roll-off containers to collect waste for residential or commercial construction, demolition and clean-up projects in the City: 

Why do I have to select an authorized hauler?

Only Limited Franchise haulers are permitted to place temporary bins on City streets and must maintain those containers in clean condition free of graffiti. They are required to maintain liability insurance with strict coverage limits, and their containers must have proper signage and reflective tape for safety. The haulers must meet minimum recycling standards and must report all tonnage collected in compliance with State and City mandates. Additionally, the City-approved haulers are limited on what they can charge for service in the City.  


How much do temporary dumpsters cost?

The City sets maximum rates for temporary bin service. Limited Franchise haulers can charge rates below this rate ceiling, to be competitive, but they cannot charge any more than what is approved by City Council. Residents can compare the competitive service rates offered by the four authorized haulers. For 3 and 4 cubic yard bins the rate includes seven-day bin rental plus one dump. For larger roll-off containers there is a base rental charge plus a per-ton disposal fee. The disposal fee may vary depending on the type of material and the disposal facility.


How long can containers stay on the street?

Temporary bins and roll-offs can remain at a location for a maximum of 30 days. Additionally, temporary containers for permitted construction and demolition projects may remain on site beyond the 30-day limit if the project is ongoing, and the building and/or grading permit is valid. Additionally, property owners or contractors may self-haul debris using their own vehicles.
