The City of Thousand Oaks Joins Hope the Mission, Many Mansions, and Dignity Moves to Break Ground on Thousand Oaks Navigation Center

The City of Thousand Oaks, in collaboration with the County of Ventura, Hope the Mission, Many Mansions, and Dignity Moves, held a ceremonial groundbreaking for a Navigation Center, called Thrive Grove, at 1205 Lawrence Drive, a city-owned property.

THOUSAND OAKS, Calif., April 11, 2024 - The City of Thousand Oaks, in collaboration with the County of Ventura, Hope the Mission, Many Mansions, and Dignity Moves, held a ceremonial groundbreaking for a Navigation Center, called Thrive Grove, at 1205 Lawrence Drive, a city-owned property.
Thrive Grove will serve as a critical access point and gateway to assist up to thirty individuals experiencing homelessness, with the capacity to add 20 units in the future, for a total of fifty. The onsite support and services will help individuals transition to a more permanent housing environment. Potential services administered at Thrive Grove will include meals, case management, laundry and restroom facilities, computer stations, drug and alcohol treatment programs, and workforce training.
"This project reflects the City Council's commitment to providing interim supportive housing for Thousand Oaks residents experiencing homelessness," said Mayor Al Adam. "With the City in control of the project and funds, alongside incredible partnerships with the County and non-profit partners, the Navigation Center will benefit our community by providing a practical, multifaceted service enriched approach. This critical access point will help address many of the challenges our city's most vulnerable residents face."
The County of Ventura is an essential partner with the City to ensure that the residents of Thrive Grove will have direct access and connections to critical services based on individual need, as well as being a cost sharing partner in the construction and operation. The State of California Interagency Council on Homelessness awarded the City $5.8 million in competitive grant funding for the construction and operations of the facility.
This competitive grant program assists local jurisdictions in ensuring the wellness and safety of people experiencing homelessness in encampments by providing services and supports that address their immediate physical and mental wellness and result in meaningful paths to safe and stable housing.
Construction will begin in Summer 2024, and the facility is set to open later this year.
