Pure Water Project Las Virgenes - Triunfo

The Las Virgenes–Triunfo Joint Power Authority – a partnership between Las Virgenes Municipal Water District and Triunfo Water & Sanitation District -- is building a potable water reuse project that includes a treatment facility in Agoura Hills and pipelines through parts of Agoura Hills, Westlake Village, and Thousand Oaks.

Project Alignment Breakdown

  1. Reach 1B: Agoura Rd starting from the City’s limit through Hampshire Rd., Willow Ln., Conejo School Rd., and ending at Thousand Oaks Blvd. intersection.
  2. Reach 2A: Starting from the end of Reach 1B, going north on Conejo School Rd., west on Hillcrest Dr., and ending at Hillcrest Dr. & Moorpark Rd. intersection.
  3. Reach 2B: Starting from the end of Reach 2A west through Hillcrest Dr. and ending at the Lynn Rd and Hillcrest Dr intersection.
  4. Reach 3: Starting from the end of Reach 2B, going west on Hillcrest Dr., north on Ventu Park Rd., north on Rancho Conejo Blvd., then further up north through Hill Canyon Fire Rd. in open space territory crossing Conejo Canyons Bridge at Hill Canyon Treatment Plant, up north on Hill Canyon Rd, and ending at Santa Rosa Rd. intersection.

Project Timeframe

Beginning in March 2026, with completion of construction in Fall 2028.

Project Funding

The Pure Water Project relies on a diverse mix of funding sources, including federal loans, state loans, grants, agency capital improvement budgets, and market-based financing.


Project impacts

Construction of the Pure Water Project will include installing a pipeline through parts of Agoura Hills, Westlake Village, and Thousand Oaks, and constructing an Advanced Water Purification Facility on Agoura Road in Agoura Hills. For Westlake Village and Thousand Oaks residents, this work will require road closures, detours, and traffic controls, as well as the closure of select trails.


Project Highlights

The Pure Water Project takes surplus recycled water from the Tapia Water Reclamation Facility – currently being lost to the ocean through Malibu Creek – and purifies it using advanced treatment technologies (membrane filtration, reverse osmosis, and ultraviolet light with advanced oxidation) to meet or exceed state drinking water standards.

The purified water is stored in the Las Virgenes Reservoir, blended with imported water, and undergoes final treatment at the Westlake Filtration Plant before entering the drinking water system.

When finished, this project will provide up to 30% of the area’s drinking water needs, offer additional certainty against rising water costs from our suppliers, and increase reliability for our customers. Currently, LVMWD relies 100% on imported water to supply our customers’ drinking water needs.
