Lynn Road Bike Lane and Pedestrian Improvements

The City has an ongoing program to improve mobility for pedestrians and bicyclists throughout the community. This project will install new Class IV (separated) Bike Lanes and Pedestrian improvements on a 5.5-mile segment of Lynn Rd. between Gainsborough Rd. and S. Reino Rd.  


Within the Caltrans right-of-way at US 101/Lynn Road overcrossing, the proposed improvements include:


• Southbound Lynn Road will be restriped to accommodate a separated Class IV bike lane.

• Northbound Lynn Road Pedestrian path will be widened and converted to a new shared bike and pedestrian path.

• Installing Caltrans approved barriers at the edge of bike lanes in both directions.

• On the west side of bridge, replacing the existing bridge railing with a current standard fencing, and LED lighting.

• Replacing the existing fencing on the east side of the bridge with an upgraded fence with LED lighting.

• Converting the southbound on- and off-ramp in the southbound Lynn Road to a standard intersection.

• Installation of Rectangular Rapid Flashing Beacon (RRFB) with advanced blinking LED signs at uncontrolled crossings.


Within the City’s right-of-way, the project will feature the following elements:

• Conversion of the existing Class II buffered bike lanes between US 101/Lynn Road and Reino Road into Class IV separated bike lanes.

• Installation of a new marked crosswalk at the southern edge of Hillcrest Drive and Lynn Road intersection,

• Installation of a Rapid Rectangular Flashing Beacon (RRFB) at the southeast corner of the intersection.

• Conversion of the existing equestrian trail from Hillcrest Drive to US 101 northbound on-ramp into an elevated Class IV bike lane.

• Conversion of existing Class II bike lanes in northbound Lynn Road between Hillcrest Drive and Gainsborough Road into Class IV separated bike lanes.

• Install high-visibility bike striping and crosswalk markings, pedestrian ADA curb ramps, and sidewalks at four (4) locations. The proposed improvements, including the number of travel lanes and the type of bike lanes, will be consistent throughout the project limits.


Timeline and Funding

The project is estimated to cost $9,775,000. The current budget consists of $5,506,000 grant funding and$2,444,000 City funds and $1,825,000 in future funding.


As part of the Caltrans approval process for the proposed improvements in their right-of-way, extensive studies, including a detailed traffic study will be conducted to properly assess the impact of the overcrossing modifications. Staff coordinated with Caltrans and established that the Design Engineering Evaluation Report (DEER) is the appropriate project approval document for Caltrans staff to provide the necessary oversight services. The project was initiated in 2023 and is currently in the design phase. Construction is scheduled to start in early 2027 and, will be completed in late 2028.

Project Benefits

This project will provide:

  • Improvements to cyclist safety with installation of the separated bike lane including bicycle signal head at NB on-ramp, reconstruction of bridge barrier, and installation of new fencing with LED lighting. 
  • Improvements to pedestrian safety by constructing incomplete sidewalk segments increasing the neighborhood pedestrian connectivity.
