Hillcrest Drive Bike Lane and Pedestrian Improvements

Project Funding

The project is located on Hillcrest Drive between Moorpark Road and Lynn Road. The work includes construction of an incomplete sidewalk segment on the north ride of the street from McCloud Avenue to Lynn Road, and the conversion of a travel lane in each direction to a Class IV bike lane. 

Class IV bike lanes are separated bikeways, often referred to as separated bike lanes or cycle tracks because they provide an bikeway for the exclusive use by bicycles. These lanes cannot be used by pedestrians or vehicles, and must include a physical separation between the automobile lane. These separators may include flexible posts, grade separation, railings, or planters. Timeline and Funding

The project is currently in the preliminary design phase. The total project budget is $2,890,000. The current budget consists of $2,783,800 grant funding and $106,000 City funds.


Public Feedback


The City conducted a multi-week demonstration of the proposed project in Spring 2024. Residents were invited to ride or bike in the demonstration area to get a feel for how the lanes would work, and they could submit feedback.


The feedback resulted in the following:


  1. Over 700 individuals submitted feedback during the 2024 demonstration project, with a roughly 2:1 ratio of respondents opposed to converting the travel lane to bike lanes.
  2. The City will continue to evaluate possible options and partnerships to add bike lanes to Hillcrest in the future with less impact to motorists.

The project goals include:


  1. Installing Class IV separated bike lane on both sides of the roadway or off the roadway to enhance safety for motorists and cyclists.
  2. Construct the incomplete sidewalk to provide improved pedestrians connectivity and improve pedestrian safety.
