Westlake Boulevard Flood Mitigation Project

During the 2018 Hill/Woolsey fires, areas along Westlake Boulevard from Valley Spring Drive to Kanan Road were impacted by the fires. Due to the succession of rain events following the fires, these locations were inundated with stormwater, debris, and sediment which eroded from the hillside and spilled onto the roadways. The roads became impassable and extensive debris removals were required.


The proposed improvements will include a new retaining wall with a concrete v-gutter at the bottom of the slope to capture sediment from the hillside along with collecting the runoff and discharging to the storm water inlets.

Timeline and Funding

The design phase was completed in June 2024, and construction bids were awarded in September 2024. Construction is expected to begin in October 2024, and is scheduled to be completed by February 2025. 


The City submitted Hazard Mitigation Grant Program (HMGP) applications to Cal-OES in 2019 for the Westlake Boulevard Flood Mitigation Project (CI 5590). The City received $1,170,000 HMGP funding for the Erbes Road project, with a 25 percent City matching fund requirement.

Project Benefits

The project will help Westlake Boulevard remain open when rainstorms occur, improving the safety of the public/emergency services during inclement weather.
