To amend Title 9, Chapter 3, Article 12 adding Section 9-3.1218 Voluntary Lot Mergers; amend Title 9, Chapter 4, Article 28, Section 9-4.2816 Exempt Housing Projects adding 9-4.2816 (b) and re-labeling (b) to (c); and amend Title 9, Chapter 10, adding Article 8 Incentives for Affordable Housing with Lot Consolidation, Sections 9- 10.801 through 9-10.804 of the Thousand Oaks Municipal Code to establish a ministerial process for voluntary lot mergers, incentives for qualifying affordable housing projects, and ministerial approval for SB-35 projects as required by the 2021- 2029 Housing Element.
